The Office of Emergency Management/Homeland Security invites you to be part of the Community Emergency Response Team (CERT) program. This program trains people to be better prepared to respond to disasters and other emergency situations. CERT is a group of volunteers trained specifically to be able to function as first responders during a disaster until professional fire, police, and EMS units arrive on the scene which could range from a few minutes to an hour.

CERT training promotes a partnership between emergency service providers and the community they serve. Emergency responders will be the instructors for CERT training. Upon completion of training, CERT members are then worked into the emergency response matrix of the City of North Richland Hills. When emergencies happen, CERT members can give critical support to first responders, provide immediate assistance to victims, and organize spontaneous volunteers at a disaster site. CERT members can also help with non-emergency projects that help improve the safety of the community.

If a disaster or emergency strikes North Richland Hills and overwhelms or delays emergency responders, CERT members will be activated by the Emergency Operations Center (EOC). CERT members will apply their skills to help save and sustain lives until help arrives. CERT members will serve in a variety of disaster roles including:

  • Search & Rescue
  • Fire Suppression
  • Firefighter Rehab
  • Damage Assessment
  • Lost Child Search
  • Public Education
  • Medical Triage and Treatment
  • Debris Clearance
  • Scene Security
  • Donations Management
  • EOC Assistance

CERT members will be trained to a level of proficiency where they and their instructors feel comfortable in placing them in emergency situations. Members will be required to complete all aspects of the training. As this is a team, everyone must be trained to the same level. Training will consist of approximately 28 hours of classroom and hands-on experience, with opportunities to attend intermediate and advanced training courses.


  • Live or work in the City of North Richland Hills
  • 16 years or older
  • Have the time to commit to disaster response
  • Able to pass a background check
  • Have time to commit to helping the citizens of North Richland Hills prepare for a disaster
  • Have no felony convictions
  • Must have a valid drivers license


Besides disaster operations, CERT members will be called upon to perform other activities to assist the City of North Richland Hills.

Public Education
Selected members will be trained how to go out and give public education talks to neighborhood associations, civic and church groups, and other groups.

Drills and Exercises
From time-to-time, full-scale exercises to test the city’s capabilities and skills for a particular incident. CERT members may be used as part of the scenario either as responders or as victims.

Special Events
CERT members may be called upon to serve at special events in variety of manners.
